Gary M. Horgan, Esq. is an attorney who has specialized in representing financial institutions since 1974. Mr. Horgan's firm represents some 35 community banks in California and Nevada and has served as legal counsel for a number of start-up banks. Since 1997, Mr. Horgan has served on the Board of Directors of First Regional Bank and its holding company, First Regional Bancorp, for which he has served as counsel since the bank's formation in 1978.

Mr. Horgan lives in Ojai where his wife, Mary Sue Horgan, is a member of the City Council and serves on various County government committees. Mr. Horgan is on the Board of Trustees of Monica Ros School and was on the Steering Committee for the successful passage of a $15 million school bond issue for the Ojai Unified School District. Mr. Horgan and his wife are involved with various civic organizations in Ojai including the Ojai Land Conservancy and the Friends of the Ojai Library Foundation.
